14. The proposed programme of work was drawn up by the Secretariat in agreement with the relevant Lebanese authorities and takes into account the views and recommendations of the working group. It contains four specific objectives:
- The study of the cultural heritage of Tyre with, as a preliminary, a general inventory of the immovable property followed by the establishment of a research and documentation centre relating to the cultural property of the archaeological site of Tyre and its surrounding area;
- The establishment of an overall urban and regional planning project so as to determine the areas which would be appropriate for rehabilitation operations;
- Educational and cultural activities which might provide a framework for the establishment by the Lebanese authorities of a centre for the production of traditional craft-work;
- The training of various kinds of scientific and technical personnel concerned with the cultural heritage: archaeologists, restorers, architects and town-planners, archivists, cultural activities organizers, and craft workers.
Within the limits of its budgetary resources and depending on the sums gathered by the campaign's trust fund, UNESCO will endeavour to assist the national authorities in establishing a system of study grants abroad.
